Prompted by a new demand for condominiums, St. Louis-based developer Mills Properties has been converting apartments into
condominiums in the DeBaliviere Place neighborhood. Mills had paid $60 million for a nine-building, 1,048-unit
apartment complex in 2003-04 and has been converting the units into condos one building at a time. If all the apartments are
converted, the process would take seven to ten years and cost around $40 million to complete.

Mills converts apartments to condominiums at Metropolis
Mills Properties has been quietly turning the DeBaliviere Place Apartments into condos. The developer and apartment
manager bought the 1,048-unit apartment complex in two sales in 2003 and 2004 totaling $60 million from Denver-based AIMCO.
Housed in nine buildings, the apartments are being converted to condominiums one building at a time in a process that would
take seven to 10 years and cost $40 million if all the apartments are changed, said Bruce Mills of Mills Properties.
